POLICY AND PROCEDURES FOR FUNDING

In carrying out its duties to residents of Franklin County who have a developmental disability, the Franklin County SB40 Resource Board will provide funds to qualified not-for-profit corporations, professional and other for profit corporations and individuals.   Funding is provided on the basis of the qualifications of service providers, the needs of the Franklin County community, and the availability of monies. On an annual basis the Franklin County SB40 Resource Board assesses the needs of the individuals to be served and the Franklin County community.  Decisions on funding are made on the basis of the assessment and of available funds. FCSB40RB has identified certain organizations that are crucial to meeting the needs of individuals to be served.  FCSB40RB works with agencies to support but not guarantee their viability as organizations over the long term.  It works with all organizations to ensure individuals receive the services they need.

PERSONS SERVED and ELIGIBILITY

The Franklin County SB40 Resource Board provides funding only for handicapped and/or developmentally disabled persons (as defined in Section 178.900 and 205.968 RSMo {1986} and Cumulative Supplement 1990) who are residents of Franklin County. The agency must only use FCSB40RB funds for individuals meeting the definition.

How We are Funded

On April 7, 1987 the citizens of Franklin County voted to establish and maintain a sheltered workshop and residence facility for handicapped persons, and for which the County shall levy tax of ten cents ($.10 per each one hundred dollars assessed valuation).

Since 1987, the Senate Bill 40 has been amended several times. The original legislation was drafted to support sheltered employment workshops and group homes but at the present time the statutes allow the funds available to be used to establish and/or operate sheltered workshops,residence facilities, or related services, for the care or employment, or both, of persons with developmental disabilities.

Additionally, Franklin County provides case management services for its residents. This is a Medicaid program but the Board of Directors has voted to provide this service for all qualified members in the county.

A nine person Board of Directors (appointed by the Commissioner) oversees the funding requests each year.
